Graduated from Kyoto University, where he majored in law. Served as a member of the Kyoto prefectural assembly. Elected to the House of Representatives in 1993, now serving his sixth term. President of the Democratic Party of Japan 2005–6. Is now minister of land, infrastructure, transport, and tourism.
